INFORMATION, EDUCATION & COMMUNICATION PROGRAM (IEC)

As we welcome new members of the cooperative, we help them fully understand their benefits, obligations and rights by conducting a membership seminar through its Member Services Division. This one hour session happens in all PALECO offices weekly wherein requirements for electric service and frequently-asked questions are also discussed to ensure they are equipped with the right information through online platform and face to face. In 2022, a total of 4,876 would be members in the main office and area offices in the Municipalities were catered paving way to success of this initiative despite the roadblocks brought about by the pandemic.

Republic Act 11361, also known as the Anti-Obstruction of Power Line Act is one of the topics being discussed during the Barangay Informational Meeting highlighting the shared accountability on fulfilling the intention of the act. The BIM revolves around discussing important information of the Cooperative.

 

In the last year, our Cooperative facilitated 10 informational meetings scattered in the barangays of Roxas, Quezon, Narra, Palawan and Puerto Princesa City.

One of the easiest ways to make it point that our MCOs area in the loop, we distribute newsletters, pamphlets, brochures, notices, and other printed materials that contains recent policies, activities, and power rate adjustments. In the last year, the cooperative has published 20,000 copies of Ig Masanag, our very own publication, and 5,000 copies of PALECO brochure.

 

Electric cooperatives are mandated to organize, educate, and ensure the involvement of member-customer-owners (MCOs) in the cooperative. As of 2022, PALECO was able to organize at total of 101 Barangay Member-Customer-Owners Organizations (BMCOOs) and has federated four (4) districts. For the 1st Quarter of 2023, 20 BMCOOs were established with one (1) district federated. PALECO will continue to organize members in our franchise area.

Every Saturday our program dubbed as ‘Oras ng PALECO’ is simultaneously airs at DYSP Super Radio and Radio Bandera Network (also aired in their relay stations at Narra, Quezon, Rizal, Brooke’s Point, Bataraza, Roxas and Cuyo) radio stations from 10:30AM – 11:30AM. This platform serves as an avenue for updates, important announcements and source of news of MCOs who are not digitally-inclined. That being said, traditional media is still believed as effective as social media especially to those who are situated in the far-flung areas.

Press Conferences play a vital role in disseminating information and project updates to our consumers. During this interactive forum, the management provides information on the status of operations. It is evident that having media mileage is effective in ensuring that we communicate with our MCOs and they stay informed of our decisions.

Collaboration being one of the things we relentlessly aim, we diligently hold regular meetings with our providers such as Delta P, Palawan Power Generation Inc., DMCI Power Corporation, and National Power Corporation. The objective of this initiative is to open a discussion and exchange of ideas, improve status quo, assess performance and come up with resolution to better the service being provided. This event also allows our power providers respond to issues and queries, should there be any, while being able to share their performance as well.

To help strengthen the role of the member-consumer-owners (MCOs) of PALECO as important players in the electrification program, nine (9) sectoral representatives from each district of the cooperative were appointed as members of the District Electrification Committee.

 

They aid the cooperative in providing a pool of individuals that will actively work with the organization in various ways. They are utilized as information channels in the dissemination of the EC programs and policies and serve as effective catalyst in harnessing MCO efforts in support of activities contributing to the improvement of PALECO’s operations.

Every Annual General Assembly Meeting, souvenir programs featuring the accomplishments and status of operation of PALECO are distributed to all attendees.

As we pivot to today’s technological era, we heavily rely on digital platforms to sustain a seamless operations. PALECO maintains its official e-mail, website, and Facebook account to reach our member-customer-owners.

A faster way to cascade information is thru SMS, therefore PALECO maintained and is continuously upgrading the reach of its text blast initiative. Registered MCOs are bound to receive power interruption schedule/updates, activities and invitation at their fingertips.

 

As part of the efforts in maximizing this channel, we are to launch getting your bill via SMS as well; keeping the cooperative’s promise to attain total customer satisfaction.

COMMUNITY SERVICES AND DEVELOPMENT PROGRAM

PALECO continuously implements electrification projects in partnership with the National Government such as the National Electrification Administration’s Sitio Electrification Program (SEP) and Barangay Line Enhancement Program (BLEP) and the Department of Energy’s National Intensification of Household Electrification (NIHE) and Total Electrification Program, and with Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS) Project implemented by the Department of Energy (DOE) through its Renewable Energy Management Bureau (REMB) in partnership with the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP).

 

These electrification projects aim to increase and accelerate access to electricity services in remote and far-flung unelectrified communities within the franchise area of PALECO, which in the long run provides opportunities for an improved quality of life in these communities.

In 2022, Barangays Sta. Maria, Tanatanaon and Danleg in the Municipality of Dumaran and Barangay Bagong Bayan was the beneficiaries of the Sitio Electrification and Barangay Line Enhancement Program. A total of 440 residents of said barangays benefited from this program.

A total of 607 residents of Palawan benefited from DOE’s NIHE Program. These are from Barangays of Abongan, Bato, Libertad. Old Guinlo, Paglaum, Municipality of Taytay and Barangay Punta Baja, Rizal. The project intends to provide basic electricity services to poor households with no access to electricity. While 565 households from Barangays Marufinas and New Panggangan of Puerto Princesa, Barangays Caramay and Magara, Roxas, Barangay Caruray, San Vicente, Barangays Amas, Saraza, Salogon, Samarinana, Mainit, Imulnod, Barong-Barong and Maasin, Brooke’s Point were given access to electricity through Portable PV Solar Home System through the Total Electrification Program. Said beneficiaries are those households with no access to the grid and are not programmed to be energized through either SEP/BLEP and/or NIHE.

Sitio Bubusawin, Bgy. Apurawan, Aborlan – an off-the-grid farming community was the beneficiary of the DREAMS project – through a partnership between the Palawan Electric Cooperative (PALECO) and the Municipal Government of Aborlan. To date, the community has access to a 24/7 renewable source of electricity. The partnership enabled the design and installation of Solar PV DC Smart Grid systems for the electrification of 120 households and the provision of a Solar Irrigation System to help lessen the community’s dependence on expensive diesel-powered generators.

In pursuit of the cooperative giving light, figuratively, to its MCOs, the scholarship program is still part of the list as corporate social responsibility. It is expected that this will assist children of cooperative members in securing their college education thru the allowances for books and uniform, as well as monthly miscellaneaous allowance.

 

From 2001 to 2023 PALECO catered eighty-two (82) scholars, enrolled in the local college and state university. Out of this number, 32 students have successfully completed their bachelors program making this initiative an ongoing success.

 

Every year, each district of PALECO has an allocation of two scholars. For SY 2021-2022, there are eighteen existing scholars.

Every year we give back to the community in the form of Medical, Dental, and Optical Mission as a corporate social responsibility initiative of PALECO. Last year, 263 beneficiaries are from Brgy. Concepcion, Puerto Princesa City. These individuals received free medical consultation, eye checkup, and dental checkup and extraction, as well as free reading eyeglasses and medicines.

Empowering our MCOs via training is one of our beliefs as a cooperative, in line with this we conduct basic troubleshooting courses. The cooperative has equipped a number of its members from Poblacion Barangays of Puerto Princesa and Roxas, Palawan. During training, attendees are familiarized with electrical materials, safety devices and hands-on practice.

In celebration of the 13th National Electrification Awareness Month, PALECO conducted an elementary symposium in Busngol Elementary School where a total of 130 students and teachers attended last August 23, 2022. Among the topics discussed during the said symposium were causes of blackouts, energy-saving tips and safety tips for kids. Furthermore, PALECO also donated school supplies, alcohols, facemasks and soaps to the students (from Kinder to Grade VI) and teachers.

Another way for PALECO to give back to it’s MCOs is by conducting blood letting activity. On November 22, 2023, in partnership with Red Cross of the Philippines – Palawan Chapter, a total of 18 bags of 450 cc were donated by PALECO employees.

OTHER PROGRAMS AND ACTIVITIES

The cooperative shares its anniversary celebration every January to its MCOs through gift-giving to selected beneficiaries. On its 48th Founding Anniversary, the employees of the cooperative shelled out donations for the families of our MCOs located at Brgy. Langogan, Puerto Princesa City. A total of 250 members received grocery packs and bottled water.

Our promise to make it a remarkable experience for our consumers is evident as we offer a variety of payment partners. PALECO has active partnership with PayMaya, Coins.ph, Bayad Center, GCash, Pera Hub, TrueMoney, Metrobank, eBiz, 2Go, MLhuillier, PNB, LBC, SM, RCBC, AUB, Union Bank, Robinsons, and Palawan Pawnshop.

Since the success of the Drive-Thru initiative, PALECO has maintained the payment kiosk situated inside the compound of the cooperative. This payment facility allows customers to settle their accounts without leaving the comforts of their car or vehicle. It is open Monday to Friday, 7:00AM to 3:00PM. Despite this being launched to augment the health restrictions during the pandemic, the cooperative maintained this effort to provide the best possible service to our member-customer-owners.

We took advantage of technology by giving account information access to our MCOs thru mobile app. Having this installed from Google Play Store let’s the MCOs gain updated bill amount and reference number which can be used to process payment on the digital wallet partners. Further developments are being conducted especially the availability of this app on iOS.

As a way to give incentive to our MCOs who stays on top of their bill before their due date, they are qualified to be part of the Magbayad ng Maaga at Manalo Raffle promo. Every month, 100 consumers are to receive bill rebates toward their succeeding statement of account.

Every year during the National Electrification Awareness Month, PALECO, together with other electric cooperative in the country, conducts simultaneous Oplan Linis Poste and tree planting activity. In 2022, the activity was conducted in Brgy. Montible, Puerto Princesa City.

 

A total of 15 kilometers of line from Bgy. Montible to Bgy. Mangingisda was cleared by employees of the cooperative during the event and close to 300 Ipil and Narra seedlings was planted at Bgy. Montible. The tree planting activity was made possible in coordination with the Management of Iwahig Prison and Penal Farm.

Members have a voice in the operation of the cooperative through a member-elected Board of Directors. Directors serve a three-year term.

One of the ongoing improvements of the cooperative is reconductoring of line from bare wire to insulated. In the absence of this upgrade, power interruption may be caused by vegetation and wildlife, wear and tear of line cable and pole assembly. Also, once the upgrade is completed we can lessen the instances dedicated for vegetation clearing.
