Nilagdaan noong ika-1 ng Setyembre, ng PALECO sa pangunguna nina BOD Chairman Jeffrey Tan-Endriga at ni Ginoong Quintin Pastranana presidente ng Archipelago Renewables Corporation, ang Special Purpose Vehicle ng Maharlika Consortium na binubuo ng WEnergy Global, Maharlika Clean Power Holdings at Clean Grid Partners ang isang Qualified Third Party (QTP) Service Contract upang makapagbigay ng kuryente sa humigi\u2019t kumulang 30, 000 Palaweno sa pamamagitan ng mga microgrid.<\/div>
\u00a0<\/div><\/div>
Kasama rin sa mga lumagda sa nasabing service contract bilang witness sina Ginoong Atem Ramsundersingh, CEO at Board of Director ng WEnergy Global, at PALECO Officer-In-Charge Neriza S. Regal. Samantalang ang Gobernador ng Palawan na si Hon. Dennis M. Socrates naman ay naanyayahan din bilang panauhin sa nasabing signing ceremony.<\/div>
\u00a0<\/div><\/div>
Ang Qualified Third Party Service Contract ay kontrata na binibigay sa mga QTP alinsunod sa Section 59 ng Republic Act No. 9136 o Electric Power Industry Reform Act of 2001 (EPIRA) na naglalayon na mabigyan ng pagkakataon ang pribadong sektor na matulungan ang mga Distribution Utilities katulad ng PALECO na may mga matuturing na remote at unviable areas sa loob ng kanilang nasasakupang franchise area.<\/div>

Nanalo ang Maharlika Consortium sa isinagawang competitive selection process na pinahintulutan ng Department of Energy (DOE) at National Electrification Administration (NEA) noong Marso 2021 na siya namang isinagawa ng Bids and Awards Committee ng PALECO mula noong Nobyembre 2021.<\/div>
\u00a0<\/div><\/div>
\u201cThis tender is unique for the Philippines. It is the first time in history that smart and clean microgrids have been packaged for a competitive selection process.\u201d Ani ni Ginoong Pastrana. Dagdag pa niya na ipinapakita ng naging competitive selection process ang kagustuhan ng DOE, NEA at PALECO na mabigyang pagkakataon maging katuwang ang pribadong sektor sa rural off-grid at clean electrification.<\/div>
\u00a0<\/div><\/div>
Ayon naman kay BOD Chairman Endriga, ang Maharlika Consortium ay napili dahil sa kanilang mataas na kalidad na proposal, kanilang compliance, pagmamay-ari ng mga responsableng off-grid power infrastructure, at kanilang kagalingan sa pagpaplano, disenyo, engineering at technology selection na commercially viable na may pinaka maliit na social impact. Dagdag pa niya na natamo rin ng Maharlika Consrtium ang pinaka mataas na standard ng clean energy supply, transmission, distribution, smart billing at collection services na nararapat ibigay sa mga tahanan at negosyo alinsunod sa mandato ng Kooperatiba na total rural electrification sa Palawan.<\/div>

Ang isang microgrid ay isang independent energy system na maaring magpailaw sa isang partikular na area sa pamamagitan ng pag-generate ng kuryente mula sa iba\u2019t-ibang uri ng pinanggagalingan ng enerhiya tulad ng traditional sources, o iyong mula sa coal, oil at natural gas, o mula sa renewable source tulad ng araw (solar energy), hangin (wind energy), tubig (hydropower) at marami pang iba.<\/div>

Para sa proyektong ito, ang Maharlika Consortium ay muling gagamitin ang teknolohiya ng WEnergy Global na nakapagbibigay na ng kuryente sa mga tahanan at negosyo sa Brgy. Cabayugan.<\/div>
\u00a0<\/div><\/div>
Kabilang sa magiging QTP service area ay ang Brgy. Tomas at Bohol sa Munisipyo ng Dumaran, Brgy. Sarong at Taratak sa Munisipyo ng Bataraza, Brgy. Caatagbak sa munisipyo ng Quezon, Brgy. Taburi, Canipaan at Latud sa munisipyo ng Rizal, Brgy. Alacalian, Bantulan at Salinga sa Munisipyo ng Taytay, Brgy. Caruray at Binga sa Munisipyo ng San Vicente at Brgy. Bebeladan sa Munisipyo ng El Nido. Humigi\u2019t kumulang 7,100 tahanan at 300 na maliit na negosyo ang mapaiilawan sa pamamagitan ng 16 na microgrids na ilalagay sa 14 na nabanggit na mga barangay sa loob ng pitong Munispyo sa Palawan na kabilang sa franchise area ng PALECO.<\/div>

Ipinaabot naman ni OIC Regal ang kanyang kagalakan sa pagsisimula ng proyektong ito na alinsunod sa mandato ng PALECO at makatutulong sa pagsasakatuparan sa hangarin na mapailawan ang lahat ng sakop ng franchise area ng Kooperatiba.<\/div>

Ayon naman kay Governor Socrates, ang proyektong ito ay sumusuporta sa commitment ng bansa sa Sustainable Development Goals lalo na sa Access to Affordable, Clean Energy and Climate Action. Dagdag pa niya, \u201cThe Maharlika Consortium\u2019s investment and operations will provide a catalyst to greater business and economic activity in our beloved home provine.
